Andrew Warton is the founder, owner and Managing Director of Warton Strategic. Andrew joined the Australian Federal Police (AFP) in 1995 as a community police officer and criminal investigator in Australia, with a particular focus on multi-national and internal investigations. During his time with the AFP Andrew was Chief Investigating Officer for the international SIEV-X people smuggling investigation involving the death of over 350 people and the conviction of two international people smugglers.

Andrew served in several overseas senior leadership positions with the AFP in Pakistan, Sri Lanka and Afghanistan. Andrew also served as Commander of the Samoa-Australia Police Partnership, as Commander of the Northern Territory Emergency Response, and as Manager of the AFP in the Northern Territory. These experiences involved dealing with conflict, managing people and relationships and providing large-scale organisational leadership.

Following his AFP career Andrew pursued a career in emergency management as Chief Officer of the Northern Territory Emergency Service (known in most other States as Commissioner of Emergency Services or Commissioner of Emergency Management). During this time Andrew was responsible for significant organisational reform and was involved in the emergency management of several major cyclone, flood and other critical emergency responses.

As an experienced Senior Executive Officer and as Chief Officer of a State Emergency Service (SES) Andrew has gained a high level of experience in strategic management and executive leadership, high level government and media relations and the management of large and diverse workforces encompassing human resources, conflict management, and command and control leadership. This includes experience as Chairman of the Board of Directors for a range of Not-for-profit organisations.

Andrew also holds a Certificate IV in Government Investigations (Regulatory Compliance) and a Diploma in Government Investigations (Regulatory Compliance). He is a foundation member of the Australasian Association of Workplace Investigators (AAWI), the Council of International Investigators (CII), a member of the Australian Mediation Association (AMA), a graduate of the Australian Institute of Company Directors (GAICD) and a Fellow of the Institute of Managers and Leaders (IML).
